Sistem Saraan Baru Perkhidmatan Awam (SBPA) yang akan dilaksanakan oleh Kerajaan BN diyakini bukanlah satu sistem yang baik, sebaliknya akan menganiaya kakitangan sektor awam.

Keyakinan itu disandarkan kepada beberapa faktor, terutama berkaitan sistem pemarkahan prestasi kakitangan awam yang pasti terdedah dengan pelbagai bentuk manipulasi.

Naib Presiden PAS, Datuk Mahfuz Omar berkata, menerusi sistem baru itu, pemarkahan prestasi kakitangan awam akan dinilai oleh kakitangan atasan, tetapi penilaian tersebut diyakini tidak akan berlaku dengan adil.

Menurutnya, meskipun penilaian prestasi itu sesuatu yang baik bagi menggalakkan perkembangan prestasi di kalangan kakitangan awam, tetapi penilaian tersebut diyakini bukan sekadar berdasarkan prestasi, sebaliknya atas faktor-faktor lain.

Katanya, situasi itu akan menjadikan mereka yang benar-benar berprestasi dan berintegriti tidak akan dinilai sebagai berprestasi, sebaliknya mereka yang bijak 'membodek boss' pula yang akan diutamakan.

Kepada yang tidak mengikuti skandal Pusat Feedlot Kebangsaan (NFC).

Di bawah Rancangan Malaysia ke 9 (9MP) pada 2006, NFC disasarkan sebagai ‘Projek berimpak tinggi’ dengan objektif mencapai 40% keperluan daging lembu negara pada 2010. Kerajaan Tun Abdullah Badawi telah menyediakan dana sebanyak RM4.4 bilion untuk memodenkan sektor pertanian dan penternakan di bawah 9MP.

Pada bulan Mac 2007, Kementerian Pertanian di bawah timbalan perdana menteri kini, Tan Sri Muhyiddin Yassin telah memilih dua syarikat untuk menguruskan NFC.

Mereka adalah Agro Science Industries Sdn Bhd dan Lambert Malaysia Sdn Bhd dengan Agro diberi tanah seluas 2,000 hektar dan Lambert diberi 200 hektar tanah untuk memulakan projek. NFC juga mendapat dana sebanyak RM73.64 juga daripada kerajaan Malaysia (GOM) untuk membangunkan projek tersebut.

Pada Disember 2007, kerajaan telah meluluskan satu pinjaman mudah (soft loan) dengan hanya 2% faedah untuk tempoh 10 tahun berjumlah RM250 juta kepada
