1. TUJUAN Garis panduan ini disediakan sebagai panduan kepada pihak-pihak yang terlibat menganjurkan sesuatu Majlis Rasmi dan Majlis Separuh Rasmi yang melibatkan bacaan doa. 2. PENDAHULUAN Doa adalah satu ibadat. Ia merupakan satu tanda kerendahan hamba terhadap Allah S.W.T. Ia boleh dilakukan secara individu atau berkumpulan. Sesuatu doa itu hendaklah dilakukan dengan ikhlas, khusyuk, tertib penuh tawadu’ dan mesti dilakukan dengan cara yang sesuai dengan kehendak syarak. Ini bermakna doa tidak boleh dilakukan sebagai satu budaya atau adat. Doa merupakan satu cara hidup yang diajar oleh Rasulullah S.A.W. Sebagai satu ibadah, doa hendaklah dilakukan di tempat yang betul, masa yang sesuai dan suasana yang baik. Garis Panduan doa ini adalah bagi bacaan doa secara berkumpulan atau beramai-ramai yang dilakukan dalam mana-mana majlis atau upacara rasmi atau separuh rasmi di negara ini.
